You can find the explanation from Magic R&D here.

The changes in Modern reflect the recent Pro Tour where there were many “early turn wins”. Wizards has maintained that they wanted games to last longer than four turns in Modern and these bans will combat some of the most severe offenders. Personally, I’m a little sad that I can’t play “Storm Combo” in Modern, it is a favored deck of mine in Legacy.

Speaking of Legacy, Mental Misstep getting the ax was somewhat surprising. I thought it was a narrow card, though I agree it was not being used as intended. No one really plays Extended, though that may change now. Fact or Fiction went on the Vintage restricted list ten years ago, it is one of the better, though not broken, draw spells in all of Magic. I feel this was a way of cleaning up the list (Wizards wants as few cards as possible on each list). There was speculation that Jace, The Mindsculptor and Ancestral Visions would be taken off of the Modern banned list, but that was not the case. Jace is still probably better than all.

I’ll leave you with this video from “Tha Gatherin”.
